How do I change a repeating task? Can I just select the next instance and make my changes as if I were creating a new task, or is there some special process that I should follow. Also, how do I make sure that the changes are accepted by all sync’d devices?

You need to change the template action directly in the Scheduled list. Then all future actions will inherit the properties of template actions.
After the repeating action gets changed, it will be synced to other devices when they are online.
